In an effort to create a memorial for the heroic passengers and crew, an official program of the Hope Always Lives On (HALO) Foundation began. The “93 cents for Flight 93” campaign aims at collecting small donations from community outreach to contribute to the Flight 93 National Memorial Campaign.

The campaign was rolled out on September 10, 2009, from Shanksville-Stonycreek School in Shanksville, PA. A 53-ft truck and trailer wrapped in a very large sign carrying the campaign message began the trek cross country, shipping goods and raising awareness for Flight 93. Road Scholar Transport, a Pennsylvania-based motor-freight company, donated the use of one tractor semitrailer. Ohio-based MACtac, manufacturer of pressure-sensitive adhesives, donated the media. Harbor Graphics, a wide-format-graphics printer based in Indiana, printed the sign.
